      3. Cemetery Operations - Transfer of Interment Rights Procedure.
    3. That the existing rates and fees for Cemetery Operations, as listed in the report from the Clerk’s department, dated April 11, 2023, be approved, effective immediately, and such fees be included the 2023 Rates and Fees schedules.

    1. That the Tax Levy By-law 2023-041, a by-law to provide for the levying of rates for the year 2023, as attached to the report of the Finance Department, be approved; and,

       

    2. That the net levy requirement be increased to $239,760,700 and a transfer to the Tax Rate Stabilization reserve in the amount of $241,400 be approved to keep the overall tax levy increase at 6.07% in accordance with Council’s resolution.

    3. That the $10.51 million surplus less any required year-end adjustments be transferred to the Capital Reserve.
    4. That the 2023 capital budget be amended to add $325,000 to project 52212104 Memorial Park Special Project, funded from the Community Benefits Charge reserve fund (with collections under the former section 37 Bonus Zoning), for various lighting items in the park.
    5. That the resurfacing of lower lot F to create additional parking spaces be funded from project 53511605 Lot Maintenance and Repair.
    6. That the 2023 capital budget in project 46312304 Kinoak Arena - Concrete, Dasher Boards, Doors, Glass be used for the Glen Abbey Blue rink replacement work given the updated condition of the two rinks and that the project be renamed to Glen Abbey - Blue Rink Concrete, Dasher Boards, Glass.
    7. That $448,515 be transferred from the Capital Reserve to project 52220901 Bronte Heritage Waterfront Park Staff to close the project.
    8. That an additional 2024 Budget Committee meeting be approved for July 11, 2023 at 5:30 p.m. to appoint the 2024 Budget Committee chair and to receive the 2024 Budget Forecast report.

(Notice of Motion, Emergency, Congratulatory or Condolence)

Mayor Burton offered congratulations to the under 18 AA Rangers Team on winning the OHF tournament over this past weekend.

Councillor O'Meara offered thanks to all who joined in celebrating Tourism Week in Canada.

Councillor Knoll advised that the Halton Regional Police Service are hosting "Police Day", a day for the public to learn more about the service on Saturday, May 13, 2023 12-4 p.m. at HRPS Regional Headquarters.

Councillor Gittings thanked everyone including town staff who attended and helped with the 32nd Earth Day clean up on Saturday April 22, 2023.

Councillor Xie invited everyone to the flag raising for Asian Heritage Month at Town Hall at 10:00 a.m. on Monday, May 1, 2023 and the Asian Heritage Month event on Tuesday, May 16, 2023 at 7:00 p.m. at Town Hall.

    WHEREAS in May 2002, the Government of Canada declared May as Asian Heritage Month which is celebrated across Canada to commemorate the contributions of Asians to Canadian society;

    WHEREAS Oakville is a culturally diverse community with a significant Asian population, according to the 2021 census, more than half of Oakville’s foreign-born immigrant population were born in Asian countries;

    WHEREAS the upcoming month of May is Asian Heritage Month in Oakville and it presents an opportunity to acknowledge the contributions of Asian Canadians to the social, economic, and cultural fabric of Oakville and Canada as a whole;

    WHEREAS we must commit to taking concrete steps to address and eliminate discrimination, racism, and hate crimes in our community and acknowledge the ongoing discrimination and racism that many members of the Asian community continue to face;

    WHEREAS the most positive step we can take is to provide the opportunity for Oakville residents to learn more about and understand the diverse cultures and traditions of Asian Canadians and to engage in cross-cultural dialogue and exchange;

    WHEREAS the town of Oakville currently provides programming to recognize Asian Heritage month as part of the Recreation and Culture programs and the Oakville Public Library programs.

    NOW THEREFORE BE IT RESOLVED THAT through the town ongoing work on our Inclusion, Diversity, Equity and Accessibility Multi-Year Plan and the Events Plan that we consider options to enhance programs which recognize the many contributions that the Asian culture provides to the Oakville and Canada;

    THAT the town work with local community organizations, schools, and businesses to raise awareness of Asian Heritage Month and promote inclusivity and diversity in our community;

    THAT these initiatives and the celebration of Asian Heritage Month will serve as a meaningful recognition of the contributions and accomplishments of the Asian Canadian community in Oakville, and will promote greater understanding and appreciation for the diverse cultures and traditions that make our community so rich and vibrant; and

    THAT that the month of May 2023 be recognized as Asian Heritage Month in the Town of Oakville.
