  • Recommendation:
    1. That the Delegation of Municipal Powers and Duties Policy be approved.
    2. That the Cemetery Services Policy be approved, and that updates to the related procedures be received:
      1. Cemetery Operations - Exchange of Interment Rights Procedure;
      2. Cemetery Operations - Payment Procedure; and
      3. Cemetery Operations - Transfer of Interment Rights Procedure.
    3. That the existing rates and fees for Cemetery Operations, as listed in the report from the Clerk’s department, dated April 11, 2023, be approved, effective immediately, and such fees be included the 2023 Rates and Fees schedules.
  • Recommendation:
    1. That the Tax Levy by-law 2023-041, a by-law to provide for the levying of rates for the year 2023, as attached to the report of the Finance Department, be approved; and,

    2. That the net levy requirement be increased to $239,760,700 and a transfer to the Tax Rate Stabilization reserve in the amount of $241,400 be approved to keep the overall tax levy increase at 6.07% in accordance with Council’s resolution.

  • Recommendation:

    That by-law 2023-032, a by-law to authorize a 2023 tax rebate to eligible senior property owners, as attached to the report of the Finance department, be passed.

  • Recommendation:
    1. The report from the Parks and Open Space department dated April, 11 2023, be received.

    2. That Council approve an evening fishing pilot program as outlined within this report and staff report back to Council Q1 2024.
  • Recommendation:

    That By-law 2023-026, a by-law to amend Lot Maintenance By-law 2017-008, as amended, respecting feeding wildlife, attached as Appendix A to the report from Municipal Enforcement Services dated April 11, 2023, be passed.

  • Recommendation:

    That Life Ring Stations and Unsupervised Beach signs be installed at Lakeside Park, Coronation Park, Bronte Beach Park and South Shell Park.

  • Recommendation:

    That the annual statement of remuneration and expenses paid to members of Council and appointed members of the Committee of Adjustment prepared by the Finance Department, in accordance with Section 284 of the Municipal Act, 2001, be received.

    1. That the report titled Delegation of Municipal Powers and Duties, dated April 11, 2023, from the Legal Department, be received.
    2. That By-law 2023-021, a by-law to delegate certain powers and duties under the Municipal Act, 2001, S.O. 2001 c.25, the Planning Act, R.S.O. 1990 c. P. 13, and other Acts, and to repeal By-law 2021-077, as amended, and to repeal By-law 2012-013, be passed.

  • Recommendation:
    1. That the staff report dated April 11, 2023, entitled 2022 Financial Results and Surplus Disposition from the Finance department, be received.
    2. That the transfers to and from the Reserves and Reserve Funds and transactions contained in the report dated April 11, 2023 from the Finance department be approved.
    3. That the $10.51 million surplus less any required year-end adjustments be transferred to the Capital Reserve.
    4. That the 2023 capital budget be amended to add $325,000 to project 52212104 Memorial Park Special Project, funded from the Community Benefits Charge reserve fund (with collections under the former section 37 Bonus Zoning), for various lighting items in the park.
    5. That the resurfacing of lower lot F to create additional parking spaces be funded from project 53511605 Lot Maintenance and Repair.
    6. That the 2023 capital budget in project 46312304 Kinoak Arena - Concrete, Dasher Boards, Doors, Glass be used for the Glen Abbey Blue rink replacement work given the updated condition of the two rinks and that the project be renamed to Glen Abbey - Blue Rink Concrete, Dasher Boards, Glass.
    7. That $448,515 be transferred from the Capital Reserve to project 52220901 Bronte Heritage Waterfront Park Staff to close the project.
    8. That an additional 2024 Budget Committee meeting be approved for June 19, 2023 at 5:30pm to appoint the 2024 Budget Committee chair and to receive the 2024 Budget Forecast report.
