  • Recommendation:
    1. That the updated Professional Development and Educational Assistance Policy be approved.
    2. That the updated Occupational Health Safety and Workplace Violence Policy be approved.
    3. That the updated Employee Code of Conduct be approved.

  • Recommendation:
    1. That the information contained in the staff report dated September 16, 2025, entitled June 30, 2025 Financial Results from the Finance Department, be received.
    2. That $5.00 million in surplus investment income be transferred to the Capital Reserve.
    3. That the 2025 capital budget be amended to add a new project in the amount of $125,000 funded by the Storm Event reserve for the design of a replacement structure for the Navy Flats docks.
    4. That, contingent on grant approval through the provincial Trade-Impacted Communities Program, the 2025 capital budget be amended to add a new project in the amount of $355,000 funded by provincial grants for the Auto Mayors Action Plan.
    5. That the 2025 capital budget be amended to refinance project 53311006 Sixth Line Road Widening and Urbanization to add $3,298,687 in provincial grant funding from the Municipal Housing Infrastructure Program – Housing Enabling Water Systems Fund, with funding returned to Capital Reserve ($673,209) and Roads development charge reserve funds ($2,625,478).
    6. That the 2025 capital budget be amended to refinance project 53512403 Bronte Parking Lot Redevelopment – Jones Street and return $190,300 in funding to the Parking reserve fund and add $188,800 from Parking development charge reserve funds and $1,500 in Parking development charge exemption reserves.

WHEREAS the Accessibility for Ontarians with Disabilities Act, 2005 (AODA) was enacted with the goal of creating a barrier-free Ontario for all people with disabilities by January 1, 2025; and


WHEREAS multiple legislative reviews and community feedback have identified challenges and inconsistencies in the enforcement, planning, and reporting mechanisms related to AODA implementation; and


WHEREAS the Town of Oakville remains committed to fostering community belonging and removing barriers to participation through local implementation of AODA standards and continued advocacy to the Province of Ontario; and


WHEREAS the Accessibility Advisory Committee (AAC) has reviewed the staff report entitled Update on Ontario’s Progress Toward an Accessible Province by 2025, dated June 3, 2025, and recommends that Council demonstrate continued support for the ongoing advocacy efforts;


THEREFORE, BE IT RESOLVED


THAT the Province of Ontario be called upon to support the goal of the AODA and champion its full implementation by:

  • Developing and releasing a comprehensive provincial action plan with clear and achievable timelines;
  • Establishing measurable accountability frameworks to track progress; and
  • Committing to regular public reporting on the status of accessibility initiatives across Ontario; and

AND THAT a copy of this resolution be forwarded to the town’s Accessibility Advisory Committee, Halton Region Accessibility Advisory Committee, Accessibility Advisory Committee’s of the Halton area municipalities, Association of Municipalities of Ontario (AMO), Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO), Premier Ford, Ontario’s Minister for Seniors and Accessibility, and Members of Provincial Parliament and members of Parliament who ridings are located in the Town of Oakville.

  • Recommendation:
    1. ​​​That the recommended stormwater funding structure and implementation plan outlined in this report be approved, with timing for implementation of the fee to be considered through the 2026 budget process. 
    2. ​That a new discretionary reserve fund, entitled “Stormwater Management Reserve Fund” be established. 
    3. ​That by-law 2025-152, a By-law to Impose Stormwater Management Fees and Charges be passed. 
    4. ​That the Stormwater Fee Policy as attached to this report be passed 

  • Recommendation:
    1. ​​That the Oakville Special Events Plan (Appendix A) dated August 22, 2025 and Community Events Grant Program Terms of Reference (Appendix B) be approved; and

    2. ​That the implementation of the Special Events Plan be referred to the 2026 budget process for consideration.

This matter may be considered in the absence of the public under Section 239(2) of the Municipal Act because it deals with:

  • a proposed or pending acquisition or disposition of land by the municipality or local board;

WHEREAS democracy is healthy when everyone is able to participate fully and safely and contribute to the well-being of their community;


AND WHEREAS we are witnessing the dissolution of democratic discourse and respectful debate across all levels of government and in neighbouring jurisdictions;


AND WHEREAS Ontario’s municipally elected officials are dealing with increasingly hostile, unsafe work environments facing threats and harassment;


AND WHEREAS municipal staff are also increasingly subject to harassment, intimidation, and disrespectful behaviour in the workplace and in public interactions, especially as they carry out the decisions of Council and serve as the face of local government;


AND WHEREAS social media platforms have exacerbated disrespectful dialogue, negative commentary, and toxic engagement which disincentivizes individuals, especially women, public servants, and candidates from diverse backgrounds, from running for office or working in public service;


AND WHEREAS better decisions are made when democracy is respectful and constructive and the voices of diverse genders, identities, ethnicities, races, sexual orientation, ages and abilities are heard and represented around municipal council tables;


AND WHEREAS the Association of Municipalities of Ontario’s Healthy Democracy Project has identified concerning trends with fewer people voting in local elections and running for municipal office;


AND WHEREAS in 2024, female elected representatives from across Halton formed a group called H.E.R. (Halton Elected Representatives) which pledged to speak out against harassment and negativity in politics and call on elected officials to uphold the highest standards of conduct;


AND WHEREAS H.E.R. Halton has launched a campaign called Elect Respect to promote the importance of healthy democracy and safe, inclusive, respectful work environments for all elected officials that encourages individuals to participate in the political process;


AND WHEREAS on June 5, 2025, the Canadian Association of Feminist Parliamentarians launched a non-partisan “Parliamentary Civility Pledge” to encourage all parliamentarians to commit to end workplace harassment and increase civility on Parliament Hill, modelled after the pledge developed in Halton by representatives of H.E.R. 


NOW THEREFORE BE IT RESOLVED:


That the Town of Oakville Council supports the Elect Respect pledge and commits to:

  • Treat others with respect in all spaces—public, private, and online,
  • Reject and call out harassment, abuse, and personal attacks,
  • Focus debate on ideas and policies, not personal attacks,
  • Help build a supportive culture where people of all backgrounds feel safe to run for and hold office,
  • Call on relevant authorities to ensure the protection of elected officials who face abuse or threats, and
  • Model integrity and respect by holding one another to the highest standards of conduct.
  • Treat municipal staff with dignity and respect, recognizing their professional expertise and role in supporting democratic governance and service delivery;
  • Commit to fostering a respectful, safe, and harassment-free workplace for both elected officials and municipal staff;

And that the Town of Oakville Council calls on elected officials, organizations and community members to support the Elect Respect campaign and sign the online pledge at www.electrespect.ca.


And that the Town of Oakville Council affirms that a healthy democracy includes a culture of respect not only among elected officials, but also towards municipal staff, whose work is essential to the functioning of local government and community well-being.


And that a copy of this resolution be sent to the Association of Municipalities of Ontario, Ontario’s Big City Mayors, the Federation of Canadian Municipalities, the Office of the Mayor of Burlington,  and all Ontario Municipalities, relevant MPs and MPPs, Regional Police, the Ontario Provincial Police and the Royal Canadian Mounted Police.

WHEREAS the acute care system is facing significant capacity challenges, particularly in the Ontario Health Central Region, as demand driven by a growing and aging population continue to outpace hospital beds and resources;


AND WHEREAS in Halton Region, the population aged 75 and over is expected to double over the next 20 years, and the overall population is projected to grow to approximately 1.1 million by 2051, requiring increased investment in health infrastructure to meet the needs of all residents, with particular attention to children, youth, and seniors;


AND WHEREAS Halton Healthcare’s Oakville Trafalgar Memorial Hospital and Milton District Hospital sites were designed and built with shelled-in space to enable future expansion and rapid capacity activation when needed;


AND WHEREAS during the pandemic Halton Healthcare used that space to establish an internal field hospital at OTMH, which created capacity for up to 40 additional beds and supported inter-facility transfers under the Greater Toronto Area Hospital Incident Management System;


AND Halton Healthcare submitted a capital funding request to the Ministry of Health which includes fitting out the existing shelled-in space at OTMH to add 111 new acute medical beds, an approach that would add significant health care capacity to the region within 24 months of approval and is significantly faster and more cost-effective than building a new hospital and which is recognized by the Town of Oakville as an intergovernmental priority;


AND WHEREAS Halton Healthcare has proven its vital role to the Province by accepting more than 500 patient transfers from other facilities during the pandemic, while also regularly serving patients from neighbouring municipalities;


AND WHEREAS the upcoming 2025 Fall Economic Statement provides the Province an opportunity to fund the Acute Care Capacity Expansion at Halton Healthcare’s OTMH and MDH sites, noting that the 2024 Fall Economic Statement committed nearly $50 billion over 10 years for hospitals and health infrastructure, and the 2025 Ontario Budget increased this commitment to approximately $56 billion over the next decade.


THEREFORE, BE IT RESOLVED THAT The Town of Oakville Council formally request the Province of Ontario to approve and fund Halton Healthcare’s shelled-space and add 111 acute medical beds that address urgent regional capacity needs;


AND THAT a copy of this resolution be sent to the Premier of Ontario, the Minister of Health, the Minister of Finance, the President of the Treasury Board, local Halton Members of Provincial Parliament, and Ontario Health, conveying the Town of Oakville support and the urgency of timely approval and funding.

WHEREAS the Town of Oakville is committed to honouring and recognizing the service and sacrifice of Canada’s veterans and members of the armed forces; and


WHEREAS Memorial Park in Oak Park and the Bronte Cenotaph in Bronte are significant community landmarks where residents gather to commemorate and reflect on the contributions of those who served; and


WHEREAS the installation of tribute crosswalks at intersections adjacent to these locations will provide a visible and enduring symbol of the Town’s support and gratitude, while also enhancing public safety and fostering community pride;


THEREFORE BE IT RESOLVED THAT:

  1. Staff be directed report on cost and options to complete the installation of memorial crosswalks adjacent to Memorial Park in Oak Park and Bronte Cenotaph in Bronte prior to Remembrance Day 2026 in consultation with veterans’ organizations and relevant community stakeholders to ensure a respectful and appropriate tribute.

WHEREAS the Temporary Street Occupation (TSO) Permit for the development at 85 Bronte Road may expire prior to the commencement of the Bronte Village Streetscape construction; and


WHEREAS Council approved the continued one-way operation of Bronte Road on August 11, 2025.


THEREFORE BE IT RESOLVED THAT:

  1. Staff be directed to report back on the feasibility of introducing interim one-way traffic measures along Bronte Road, between Lakeshore Road and Marine Drive, to maintain one-way operation and address traffic management and pedestrian safety in the event the TSO Permit for 85 Bronte Road expires prior to the commencement of the Bronte Village Streetscape construction.

WHEREAS:

  1. Speeding continues to be a significant contributor to traffic collisions, injuries, and fatalities;
  2. Automated Speed Enforcement (ASE) cameras have proven to be effective in reducing speeding in community safety zones;
  3. The removal or loss of ASE cameras in community safety zones creates a potential enforcement and public safety gap in the local efforts to deter excessive speeding and enhance road safety;
  4. The Halton Regional Police Service plays a critical role in traffic enforcement and road safety throughout the Town of Oakville and Halton Region;

THEREFORE BE IT RESOLVED:


THAT the Town of Oakville request the Halton Regional Police Services Board direct the Chief of Police to report back to Regional and Local Councils on:

  1. How Halton Police Services intends to support enhanced speed enforcement and road safety initiatives in light of the absence of Automated Speed Enforcement (ASE) cameras;
  2. The resources, strategies, and technologies that will be employed to monitor and deter speeding in key areas, including school zones, residential neighbourhoods, and high-collision corridors;
  3. Any anticipated challenges or resource needs in maintaining road safety standards without ASE, and how these might be addressed;
  4. Opportunities for collaboration with the Region and local municipalities to coordinate enforcement, data sharing, and community engagement on traffic safety.

AND THAT:


This report be provided to the Town of Oakville and copied to our Regional colleagues by October 27th  to allow for timely consideration of future road safety planning, budget implications, and potential advocacy to higher levels of government for Police funding support.

That the following by-law(s) be passed:
