Coalition, re: supporting the staff recommendations respecting Items 1, 2 and 3
on this evening’s agenda. Mr. Damoff raised concerns with the inability to
utilize alternative transportation modes, such as cycling and the increased
dependency on vehicles which would add to traffic and congestion, should the
Glen Abbey development application be approved, as it does not meet the Livable
Oakville Plan which has already accounted for transportation modes such as transit
and cycling.

noting that the ClubLink development application does not meet with the Livable

current residents of Oakville.

For the purposes of Planning Act requirements,
the following person(s) made an oral submission:
- Ron Tingle,
re: concerns with the present lack of public access and restricted availability
of the Glen Abbey golf course to the general public. Supportive of the increase
of access of these lands with the re-development of Glen Abbey which would
provide a permanent enhancement to the town’s golf heritage for the public to
access. Concerns with the high traffic and commotion that the Canadian Open
brings. Supportive of the development as it illustrates an example of urban
renewal in cooperation with a developer and encourages the town and the
developer to work together with an alternative such as utilizing the lower
flood plain along 16 Mile Creek as a town owned and operated public municipal
golf course, designed to appeal to starter golf families and seniors with 80
acres available and being sufficient to allow golf and parkland use to coexist
comfortably alongside development; and filed a written submission.
- Dan
Carruthers, re: supporting the staff recommendation, concerns with the
development application proposal which would add approximately 6000 people and
residences into the proposed area which does not meet the basic guidelines of
the Livable Oakville plans, which itself was developed with lots of public
consultation and is a good comprehensive plan, and filed a written submission.
- Karl
Tuira, re: supporting the staff recommendation, concerns with the addition of
the thousands of people which would be located in the area should the
application be approved, as well as the increased traffic and cars coming in
and out of the area. Also noted that the Glen Abbey golf course played a key
role in the sale of his home and other surrounding homes and is concerned about
the value of these homes should this development proceed.
- Mark
Conzelman, representing his residence and other residences on Fairway Hills and
as a member of the Save Glen Abbey group re: supporting the staff
recommendation, concerned with the high density of the proposal and noted that
the proposal is not in keeping with the Livable Oakville plan. Also added that
the Glen Abbey golf course was marketed and played a key role in the purchased
of his home in Fairway Hills.
- Peter
Longo, re: supporting the staff recommendation and protecting the natural
heritage system of Oakville that is the envy of many municipalities in Ontario;
and filed a written submission.
- Paul Ryce,
President, Fairway Hills Community Association, re: supporting the staff
recommendation and noting that the Fairway Hills community was built and
designed around the Glen Abbey golf course. The concerns are with the scale and
intensity of the development proposal, including building height, noting that
it is not appropriate for the proposed location and is not in keeping with the
area, the Town, or with good land use planning.
- Wendy
Bodnoff, re: supporting the staff recommendation as Glen Abbey is the heart of
Oakville and once developed it cannot be reversed.

For the purposes of Planning Act requirements,
the following person(s) made an oral submission:
- Al Wilmot,
re: supporting the staff recommendation and stated that should this matter move
to the Ontario Municipal Board, he would like the opportunity to participate.
Mr. Wilmot also noted that increasing air traffic noise will impact the
proposed development of the Glen Abbey significantly should houses be located
in that area, and filed a written submission.
- Jonathan
Colligan, re: supporting the staff recommendation and noted three key areas of
concern: municipal financial impacts, impacts on transportation, and
greenspace. With respect to municipal financial impacts, Mr. Colligan noted
that the assessed values of homes surrounding the Glen Abbey golf course would
decrease, costs to town would increase as additional staffing would be
required, and overall implications to the tax base would be affected as well. Concerns
with increased traffic, greater congestion, lower driver comfort, unstable flow
of traffic, floodplain and a failing grade of road service for vehicles with
the expansion of Upper Middle Road to six lanes as proposed by the developer,
and filed a written submission.

Steiman, re: supporting the staff recommendation and stated that the proposed
application conflicts with the Livable Oakville plan and Halton Region’s
Official Plan, and that the Glen Abbey property is home to heritage buildings
with natural heritage features and a historic watershed, and the development
will create traffic congestion in the area, and filed a written submission.

Young, re: supporting the staff recommendation noting that once Glen Abbey is
developed it is gone forever. The area has a cultural heritage and it is part
of the character of Oakville which the residents have contributed to and built
over decades, and filed a written submission.
- Steven
Gibbins, re: supporting the staff recommendation, concerns respecting the
development proposal including; the lands within the subject proposal are not
in the appropriate location deemed for growth as an area and would also affect
the planned transportation nodes for other areas, as well the application does
not conform to the Livable Oakville plan, the Region of Halton’s plans, or
cultural heritage, and filed a written submission.

is contrary to the Livable Oakville plan.

the staff recommendation and noted his concern with the disappearance of green
space and the impacts on the environment due to development.

Holdings Limited (“ClubLink”), the owner of Glen Abbey Golf Club, re: noted the
town failed to share and engage ClubLink in the comments received throughout
the technical review process; the application for re-development has numerous
public benefits including a significant amount of land to come into public
ownership; staff failed to note various instances involving the town where the
potential re-development of the property has been contemplated in previous
years; ClubLink disagrees that the entirety of the golf course has cultural heritage
value and that any development would not retain the heritage value or the
heritage interest of the lands; ClubLink rejects the analysis of the
applications as presented; and filed a written submission.

Heckman, re: supporting the staff recommendation and concerned with the
increased congestion and traffic that would occur should the development be
approved, as well as the 12 storey buildings that would be built in the area.
- Moira
Carcasson, re: supporting the staff recommendation and expressed concern with
the location and number of schools that would be available to the children
brought into the area if the development is approved, as the schools in the
area are currently at capacity.
- Jan Van
Huukshoot, re: supporting the staff recommendation noting that the Glen Abbey
golf course is accessible to the public for walks and to the buildings on site.
The heritage attributes are evident with the names of the residential streets
surrounding the golf course which reflect the heritage value of the land and
its attributes. Concerned with additional traffic, gridlock, and the
implications to infrastructure with respect to cost and the additional demand
placed on infrastructure from the development.

That the application for
zoning by-law amendment by ClubLink Corporation ULC and ClubLink Holdings
Limited respecting 1333 Dorval Drive (File No. Z.1519.09) be refused;
3.
That the reasons for
Council’s decision to refuse the request for official plan amendment and the
application for zoning by-law amendment (together, the “applications”)
include that the applications do not represent good planning and are not
consistent or in conformity with applicable Provincial, Regional and Town
policy, for the reasons set out in the Report from the Planning Services
Department to Council respecting the applications, dated September 12, 2017;
4.
That in making its decision
Council has fully considered all of the written and oral submissions relating
to the applications that have been received, both those in support of and
those in opposition to the applications; and

5.
That the application for approval of a
plan of subdivision by ClubLink Corporation ULC and ClubLink Holdings Limited
respecting 1333 Dorval Drive (File No. 24T-17003/1519), together with the
Report from the Planning Services Department to Council respecting the
application, dated September 12, 2017, and the written submissions received
relating to the application and the oral submissions relating to the
application made at the public meeting of Council on September 26, 2017 and
September 27, 2017, be referred for consideration and decision to the
Planning and Development Council Meeting on November 6, 2017.
