  • Recommendation:

    That staff recommend no changes to the Sign By-law 2018-153.

  • Recommendation:
    1. That Council request that the Parks and Open Space Department provide to the 2023 Budget Committee the budget implications for the implementation of a public education campaign to promote safety in the parks and proper disposal of kite strings as outlined in the Fighting Kites report from Municipal Enforcement Services department dated June 6, 2023.

    2. That Council confirm acceptance of the proposed changes to the Lot Maintenance By-law 2017-008, dealing with Fighting Kite String on Private Property, included in a separate report on the June 19, 2023 Council agenda.
  • Recommendation:
    1. That the information contained in the staff report dated June 6, 2023, entitled March 31, 2023 Financial Results from the Finance department, be received.
    2. That the 2023 capital budget be amended to add $200,000 to project 63102202 Midtown Implementation funded from the Capital Reserve.

       

  • Recommendation:
    1. That Staff be directed to monitor and update Council on the implementation and development of Towing and Storage Safety and Enforcement Act regulations, as they relate to private property towing; and
    2. That Staff develop a priority intergovernmental request document for use by Council, when advocating for changes to the Towing and Storage Safety and Enforcement Act regulation dealing with towing vehicles from private properties.
  • Recommendation:
    1. That Suzanne Craig, be appointed as the Corporation of the Town of Oakville’s Integrity Commissioner in accordance with Section 223.3 of the Municipal Act, 2001, as amended, for a term to commence August 1, 2023, and conclude December 31, 2027, as set out in the report from the Clerk’s department entitled Appointed of Integrity Commissioner, dated June 6, 2023.
    2. That By-law 2023-079, being a by-law to appoint Suzanne Craig as the Corporation of the Town of Oakville Integrity Commissioner pursuant to Section 223.3 of the Municipal Act, 2001, as amended, and to repeal By-law 2018-095, be passed.
    3. That an agreement be executed with Suzanne Craig in accordance with By-law 2023-079, consistent with this report in form and content satisfactory to the Town Solicitor.
    4. That any costs incurred by the Integrity Commissioner within the established scope of duties for local boards, which are not within the administration of the Town, be charged back to such boards.
    5. That the updated Integrity Commissioner – Inquiries/Advice Procedure (G-GEN-009-002) be reviewed by staff, and any required updates be brought back to Council for approval.
    6. That Principles Integrity, through its principals Jeffrey A. Abrams and Janice Atwood-Petkovski, be thanked for their services provided to the Town of Oakville as its Integrity Commissioner since August 2018 and that their services be discontinued effective as of July 31, 2023.
  • Recommendation:
    1. That By-law 2023-084, a by-law to amend Parking Administrative Penalties By-law 2015-071, as amended, and to amend By-law 1979-59, being a by-law to regulate the parking of vehicles on Town parking lots controlled by a parking payment machine or parking permit, attached as Appendix A to the report from Municipal Enforcement Services dated June 6, 2023 be passed.

    2. That the Rates and Fees Schedule be updated to include fees for new parking violations under Zoning By-laws 2009-189 and 2014-014 and to add fees for parking at Lot H at Bronte Harbour as set out in Appendix B to the report from Municipal Enforcement Services dated June 6, 2023.

  • Recommendation:

    That the information in the report entitled 2022 Closed Meetings Statistics dated June 6, 2023, from the Clerk’s department, be received.

  • Recommendation:
    1. That the expropriation of the easements and lands set out in Appendix “A” (the “Required Interests”), be approved for the municipal purposes of road widening, reconstruction and improvements to a segment of North Service Road East and Eighth Line and all ancillary works thereto.
    2. That the CAO and Town Clerk be authorized and directed to sign expropriation plans and Certificates of Approval showing the Required Interests being expropriated.
    3. That the Town Solicitor be authorized and directed to cause the said expropriation plans, when so signed and sealed, to be registered at the Land Registry Office for Halton and thereby effect the expropriation of the Required Interests.
    4. That the Realty Services Manager, CAO, Town Solicitor, or any one of them, be authorized and directed to execute and serve all notices and other documents and take such steps which are necessary to carry out the expropriation of the Required Interests or which are required by the Expropriations Act in respect of the Required Interests.
    5. That a Notice of Possession be served requiring possession of the Required Interests at least three (3) months after the date of service of the said notice, and all necessary steps be taken to obtain possession of the Required Interests on the day permitted under the Expropriations Act.
    6. That an offer of an amount in full compensation for the registered owners’ interest in the Required Interests, and an offer for immediate payment of 100% of the market value, as estimated by the Town’s appraiser, be served, together with a copy of the appraisal report, all in accordance with section 25 of the Expropriations Act.
    7. Where the registered owner refuses to accept the section 25 offer, that the CAO be delegated authority to approve the compensation for any partial or full minutes of settlement based on market value for the Required Interests, together with any other compensation for which the owners may be entitled to under the Expropriations Act in accordance with the procedures and within the monetary threshold limits set out in Appendix “D”.
    8. That any minutes of settlement approved by the CAO be executed in accordance with by-law 2013-057.
    9. That staff be authorized to undertake any relocation/removal works of structures located within the expropriated Required Interests necessary to commence the construction work if the expropriated owner and the Town cannot reach a settlement, and the Director of Transportation and Engineering be authorized to enter into any agreements required to effect such work.
    10. That By-law 2023-082, authorizing the expropriation of the Required Interests, be passed.

  • Recommendation:

    That staff be authorized to grant a hydro easement to Oakville Hydro on Town land beside Athabasca Pond shown as Part 1 on the draft plan attached to this report as Appendix “B”, to service the development on Blocks 7 and 8 on Plan 20M-1211, provided the owner of those development blocks pays the Town fair market value compensation for the easement to the satisfaction of the CAO and Town Solicitor.

  • Recommendation:
    1. That Staff be directed to monitor and update Council on Bill 80, the Viewers Discretion Act, once it has been resolved by the province.
    2. That Staff develop a priority intergovernmental request document for use by Council to advocate for provincial regulation of the display and distribution of objectionable images.

       

  • Recommendation:
    1. That By-law 2023-074, a by-law to prescribe standards for the maintenance and occupancy of property within the Town of Oakville, and to repeal By-law 2017-007, amending By-law 2018-042 and amending By-law 2022-032, attached as Appendix A to the report from Municipal Enforcement Services dated June 19, 2023 be passed. 

       

    2. That By-law 2023-075, a by-law to regulate exterior property maintenance including vegetation, waste and graffiti and to repeal By-law 2017-008, and amending By-law 2023-026, attached as Appendix B to the report from Municipal Enforcement Services dated June 19, 2023 be passed. 

       

    3. That By-law 2023-076, a by-law to apportion the cost of division fences and to repeal By-law 1991-084 and amending By-law 1994-081, attached as Appendix C to the report from Municipal Enforcement Services dated June 19, 2023 be passed.

    4. That new certificate of compliance fees listed in Appendix G to the Report from the Municipal Enforcement Services department dated June 19, 2023

      be approved, effective immediately, and such fees be included in the Rates and Fees schedule.

  • Recommendation:

    That staff report back to Council on July 11, 2023, with a final Town of Oakville Council Strategic Plan and 2023–2026 Action Plan incorporating comments received from Council at the June 19, 2023, Council meeting and any further comments received from the public as of June 30, 2023.

  • Recommendation:
    1. That the 2023 capital budget be amended to add $16,500,000 for the construction of the Sixteen Mile Community Centre and Library, and that the additional funding be provided by parks and recreation development charges ($397,000), parks and recreation development charges debt ($12,560,000), library development charges ($75,000), library development charges debt ($2,440,000) and capital reserve ($1,028,000).

    2. That the 2023 capital budget be amended to add $2,225,000 for the construction of the Sixteen Mile Park, and that the additional funding be provided by parks and recreation development charges.

  • Recommendation:
    1. That the current Council Appointment to Internal Boards and Committees Procedure be received.

    2. That updates to the Vacation Entitlement Procedure be received.
