1.

That a Subdivision Agreement between the Town and Mattamy (Joshua Creek) Limited be finalized in accordance with the standard agreement format;

 

2.

That the Town Solicitor be authorized to make minor changes to the Agreement, which do not affect the substance of the Agreement; and

 

3.

That the agreement with Mattamy (Joshua Creek) Limited be executed in accordance with By-law 2013-057.

1.

That the public meeting report, prepared by the Planning Services Department dated November 25, 2020, be received.

 

2.

That comments from the public with respect to the Zoning By-law Amendment and Draft Plan of Subdivision by Mattamy (Joshua Creek) Limited – Phase 3, (File No.: 24T-20007/1307 and Z.1307.07) be received.

 

3.

That analysis of the following matters of interest to Council be included as part of the recommendation report:

 

 

a)    Investigate the appropriateness of the configuration of proposed Street A.

b)    Does the application include sufficient numbers and sizes of park?

c)    Is the activity node the appropriate size to allow for other than residential uses?

d)    Is the street appropriately designed for pedestrian traffic in the village square?

e)    Is there a lack of connectivity between Street B and the lands to the east and west of it?

f)     The north end of Street B where it enters to the north shows a curve to the east resulting in an intersection and a left hand turn situation.  Review the appropriateness of this street design.

g)    Has this population from this subdivision been shared with the school board to justify the proposed Catholic school?

h)   What can be done to notify more residents of these types of applications?

i)     How long will it take for the town to be paid back by the developer for the trails and parks they will be constructing?

j)      Prepare a visual of how this development will look at full build out.

k)    Ensure that if the school is not built then the builder does not automatically get to build residential units.

The Mayor arose and reported that the Committee of the Whole has met and has made recommendations on Consent Items 1, 2, and 3, and Public Hearing Item 4, as noted by the Clerk.

NEW BUSINESS

 

 

(Emergency, Congratulatory or Condolence)

 

Councillor Grant congratulated the Oakville Fire Department on the Christmas light display and a successful Toy Drive this weekend.

 

Councillor Chisholm acknowledged Councillor Duddeck, Santa Clause Parade Committee, and Oakville Firefighters on hosting the parade this weekend.

 

Councillor Knoll thanked staff in the Parks and Recreation, Parks and Open Space, and Fire Departments for their work in executing a fantastic Toy Drive.

 

 

CONSIDERATION AND READING OF BY-LAWS

2020-133

A by-law to declare that certain land is not subject to part lot control (Blocks 120, 121, 122, 123, 124, 127, 129, 136 and 137, Plan 20M-1221 – Overlay Community Homes (BT) Corp.)

 

 

2020-138

A by-law to designate the Edmund N. Killer House at
337 Douglas Avenue as a property of cultural heritage value or interest.

 

 

 

2020-139

A by-law to confirm the proceedings of a meeting of Council.
