The Town of Oakville Council met in regular session, via videoconference, this 15th day of November, 2021 in the Council Chamber of the Oakville Municipal Building, 1225 Trafalgar Road, Oakville commencing at 6:30 p.m.

    2. That the minutes of the special session of Council dated October 19, 2021, be approved.

That staff be authorized to complete the sale of the future residential subdivision lands identified as Parts 3, 8 and 9 on Plan 20R-21190 (the “Subdivision Lands”), being part of the former Oakville Trafalgar Hospital site on the terms set out in the Confidential report from the Legal Department dated November 2, 2021 titled “Confidential Former Hospital Lands RFP for sale of the residential lands – November 15, 2021”.

    2. That the sale agreement to sell the Subdivision Lands be executed in accordance with By-law 2013-057 on terms satisfactory to the Town Solicitor, and the Town Solicitor be authorized to execute all other related documentation required to complete the sale of the Subdivision Lands.

Mayor Burton issued congratulations to the congregation of the Vaishno Devi Temple on their 30th anniversary. 

Councillor Haslett-Theall encouraged everyone to attend the Hometown Holiday events hosted by the Downtown BIA this season.

    WHEREAS Ralph Robinson served Oakville as a Councillor for 11 consecutive terms, a total of 36 years, and worked tirelessly and relentlessly to support Oakville and the community of Bronte;
     
    WHEREAS Ralph Robinson proudly served the community in many capacities including; President of Minor Oaks Hockey for multiple terms, Chair of the Oakville Terry Fox Run across four decades, a devoted Oakville Kinsmen, elected as a Life Member of the Kinsmen Club, and having received the Queen’s Diamond Jubilee Medal in recognition of his contributions to Canada;
     
    WHEREAS Ralph Robinson’s passion, dedication and enthusiastic support of the students at St. Dominic Catholic Elementary School lead to the creation of the beautiful Bronte Veterans Garden.
     
    THEREFORE BE IT RESOLVED 
     
    THAT in recognition of Ralph Robinson’s outstanding contribution to Oakville and his legacy particularly in the Bronte community, Council re-name the Bronte Veterans Garden, to be named Ralph Robinson Memorial Veterans Garden.

    WHEREAS childcare spaces in Oakville and across Ontario have decreased as a result of the pandemic, and the lack of childcare spaces is a barrier to our economic recovery. An Ontario Chamber of Commerce report, “The She-Covery Project: Confronting the Gendered Economic Impacts of COVID-19 in Ontario, confirmed that child care is simply unaffordable and/or inaccessible for too many working families in Ontario; 

    WHEREAS licensed child care operators across Halton and the province are struggling with the financial impacts of COVID-19, including reduced enrolment;

    WHEREAS Early Childhood Educators in licensed child care settings have supported children and families across Halton as parents returned to work,

    WHEREAS Tina Agrell from Advancement of Women Halton, wrote in the Oakville Beaver: “As Ontario lays the groundwork for recovery, the development of a quality, inclusive, and publicly funded childcare system is crucial. Why? To invest in the development of Ontario’s children; to support economic development to end the ‘she-cession’ and support the return of women to the labour force. It pays for itself through employment and income taxes; and it eliminates parent’s financial barriers to a quality and inclusive childcare system.”;

    WHEREAS the Federal government introduced its plan for early learning and child care in April 2021, made agreements with eight provinces and one territory and recently campaigned on delivering $10 a day care in five years or less;

    WHEREAS Ontario’s Minister of Education stated in August 2021 “We’re very committed to a good deal for Ontario, but it must respond to the unique advantages of this province”;

    WHEREAS the Canadian Center for Policy Alternatives reported that in 2020, the median cost for an infant in full-day child care in the GTA suburbs was between $17,400 and $19,300. Under the new national child care plan, parents in Oakville would save $14,843 a year for an infant in 2026.

    THEREFORE, BE IT RESOLVED

    THAT Oakville Council supports the creation of accessible, quality and affordable child care spaces for Oakville families;

    THAT Oakville Council encourages the Federal government and the Ontario government to reach an equitable childcare agreement that acknowledges the provincial investment in full-day kindergarten and delivers affordable and accessible child care spaces for Ontario families;

    AND THAT, a copy of this resolution be sent to Prime Minister Justin Trudeau, the Federal Minister of Families, Children and Social Development, Premier Doug Ford, the Minister of Education for Ontario, local Members of Provincial Parliament, local Members of Parliament, the Association of Municipalities of Ontario, Ontario’s Big City Mayors, the Big City Mayors Caucus (Canada), the Federation of Canadian Municipalities, the Ontario Coalition for Better Child Care and the Advancement of Women Halton.
