That By-law 2019- 071, a by-law
establishing and regulating the Oakville Fire Department, as attached in
Appendix A to the report from the Oakville Fire Department, dated May 13,
2019, be approved.

Recommendation:

That the report from Municipal
Enforcement Services dated
May 17, 2019, outlining a request for a parking permit issued to the
resident of 172 Martindale Ave to allow caregivers to park near the
residence for up to 3 hours any time Monday to Friday, 8 a.m. to 5 p.m., be
approved;
|
|
2.
|
That staff be directed to extend the
permit on a year-to-year basis, should this need for parking continue;
|
|
3.
|
That staff update the Temporary
On-Street Parking Procedure
MS-REG-001-002 to accommodate parking for health caregivers attending
residents in areas with daytime parking restrictions; and
|
|
4.
|
That By-law 2019-072, being a by-law to
amend by-law 2008-040, a
by-law to delegate power to permit temporary on-street parking on the
highway, under section 23.2 of the Municipal Act, 2001, be approved.

Recommendation:

That the staff report, Ditch
Treatment Options for Drummond Road from the Roads and Works Operations
Department, dated May 16, 2019, be received; and
|

2.
|
That the open drainage ditch across the
frontage of 462 Drummond Road be reinstated with pebble or beach stone,
similar to the existing upstream treatment.
|

1.
|
That By-law 2019-065, a by-law to amend
by-law 2013-013 (The Parks By-law), attached as Appendix A to the report
from the Municipal Enforcement Services department, dated May 27, 2019 be
passed.

|
2.
|
That staff be directed to include the
licensing and regulation of businesses selling vapour (vape, e-cigarette)
products within the Town of Oakville as part of the Licensing By-law
Housekeeping review, to be brought back to Council by the first quarter of
2020.
|
|
Recommendation:
|
That By-law 2019-059, a by-law to amend
the By-law 2018-153 (The Sign
By-law), attached as Appendix A to the report from the Municipal
Enforcement Services and Engineering and Construction departments, dated
May 28, 2019, be passed.
|
|
Recommendation:

|
That the report from the Parks and Open
Space Department dated
April 24, 2019 titled “Recreational Trail Accessibility Audit and Strategy”
(RTAAS) be received.
|
|
2.
|
That $10,000 be reallocated from the
2019 Parks and Open Space Pathway Rehabilitation capital account to
implement a pilot project for the newly developed accessibility signs.
|
|
Recommendation:

That By-law 2019-008, a by-law to amend
By-law 1981-66 (The Fire Route By-law) be passed.

Recommendation:

1.
|
That the Stormwater Master Plan update
from the Development Engineering Department dated May 27, 2019 be received;
and
|
|
2.
|
That Council approve the allocation of
$1,600,000 from gas tax funding to support the implementation of the minor
works projects in 2019/2020 (as outlined within this report), providing
flood mitigation benefits to vulnerable areas of the community.
|
|
Recommendation:
|
1.
|
That the Report entitled “Traffic
Calming and Speed Limit Review” from the Engineering and Construction
Department dated May 27, 2019 be received.
|
|
2.
|
That staff be directed to provide a
report to the 2021 Budget Committee on the implementation of Automated
Speed Enforcement (photo radar), including details on the initial phase
experience in other municipalities, an analysis of the capacity to process
the resulting Provincial Offences Act caseload, and related budget
implications.
|
|
3.
|
That staff be directed to provide a
report to the 2020 Budget Committee with the proposed criteria, inventory
and the costs associated with additional 40 km/h zones at limited high
pedestrian generator areas (e.g. Business Improvement Areas (BIAs) and
major active parks on local and minor collector roads).
|
|
4.
|
That, where not already established,
staff be directed to implement Community Safety Zones at every all-day 40
km/h zone fronting an elementary school on a major road.
|
|
5.
|
That the Updated Toolbox of Traffic
Calming Measures, as detailed in the staff report from the Engineering and
Construction Department dated
May 27, 2019, be endorsed.
|
|
6.
|
That staff be directed to implement the
revisions to the town’s current Traffic Calming Process, as detailed in the
staff report from the Engineering and Construction Department dated May 27,
2019.
|
|
7.
|
That staff be directed to provide a
report to the 2020 Budget Committee with a multi-year Major Road Elementary
School Zone Traffic Calming Program, including short-term installation of
fixed Radar Speed Display Signs (RSDS) at elementary schools on major
collector and minor arterial roads.
