A virtual meeting of the Accessibility Advisory Committee was held on September 8, 2022, at the Oakville Municipal Building, commencing at 4:00 p.m.

 

These minutes will go forward to the Council meeting of October 11, 2022, for approval.  Please view those minutes to note any changes Council may have made.

    That the minutes of the Accessibility Advisory Committee meeting of June 9, 2022, be approved.

Joanne Phoenix, Manager of Planning and Accessible Services, Oakville Transit, reported on the Oakville Transit Annual Accessibility Plan 2022 as provided in the PowerPoint presentation.  Ms. Phoenix advised that the 2021 plan was presented to the committee at the June 21, 2021 meeting, and that the 2022 plan was delayed.  Ms. Phoenix provided an overview of the 2022 plan, addressing barriers, barriers addressed, and actions planned.  Ms. Phoenix asked for the committee's feedback on the accessibility plan which will be incorporated into the plans for 2022 and 2023.

The committee provided the following comments for consideration:

  • planning for electric buses;
  • providing hydro power to charge electronic vehicle fleet;
  • power generation, facilities, and location in municipalities;
  • availability and location of on demand services;
  • availability of the call centre to access the system as not everyone has a cell/smart phone to use the app; and
  • providing on demand service for care-A-van customers.

Oakville Transit staff responded to questions regarding transit service and buses, advising of the following:

  • electric buses are on the horizon, we are not quite there but are going in that direction, and the plan for electric and specialized buses will have accessibility features;
  • hydro is an important part of the project and power has to be available, there is work to be done at the facility level, and staff are working with the consultants to address power requirements;
  • on demand service pilot phase in existing areas where have home to hub;
  • the actual on demand service pilot has not taken place, a soft launch to test it out with some customers in designated areas in north and south Oakville, and a delay with the new software;
  • the call centre will always be open during service hours so a customer can call an agent to book a trip and it will be a seamless travel;
  • the service vision is to be accessible for everyone, on demand service may not be as there are logistics involved and it won't happen at the beginning, it's on the radar to see how to incorporate everyone to use the service, and vehicles are still used for service; and
  • on demand service will replace some fixed routes and maybe one or two routes will be replaced, and the opportunity in terms of flexibility and options for on demand service moving forward.

    That the Oakville Transit Annual Accessibility Plan 2022 be received.

Simona Dinu, Director of Customer Experience, Oakville Public Library, reported on the Oakville Public Library Accessibility Policy.  Ms. Dinu advised that the updated policy was taken to the July 28, 2022 board meeting for comment and feedback, and the board requested that the policy be taken to the committee for review and feedback.  Ms. Dinu asked for the committee's feedback on the accessibility policy, and advised that it would be taken back to the September 22, 2022 board meeting for approval.

The committee was pleased with the accessibility policy, and did not need more time to review the policy or have any comments.

    That the Oakville Public Library Accessibility Policy be received for feedback and comment.

Clerk's staff responded to questions regarding the request from member Ruth Sheridan and the submission from enVISION Oakville Peer Support Group to double size of street signage at main intersections, and yellow lines or sections/areas of pavement painted on slopes leading to streets, and the committee's recommendation which will go forward to the Council meeting of October 11, 2022 for consideration.

    That the Accessibility Advisory Committee requests that the submission from Ruth Sheridan, AAC member on behalf of enVISION Oakville Peer Support Group, be referred to the Transportation and Engineering Department for comment:

    1. double the size of street signage at most main intersections to allow the driver and passengers more easily to see the name of the main streets in their municipality; and
    2. yellow lines or sections/areas of pavement painted on all slopes (inclines and ramps) that lead to a street at main intersections, and in the future expanding this project to every slope in all wards, where there is a possibility of uneven joints between the concrete and the asphalt.
