UNDERSTANDING THE SITE PLAN PROCESS

 

The Site Plan approval process provides an opportunity for the municipality to review specific technical details with respect to plans for development on individual sites.

 

Site Plan control regulates the development of facilities not land use or operational issues. Land use is regulated through the Zoning By-law, and includes such matters as height, setbacks, and parking requirements. Operational issues may be subject to other by-laws, including the Town’s Nuisance By-law (2007-143) or Noise By-law (2008-098).

 

Although the Town invites members of the public to participate in the site plan process and welcomes their input, notice to the public is not required under the Planning Act, and there is no public right of appeal from any decision.

 

MATTERS TO BE SHOWN ON PLANS / DRAWINGS FOR APPROVAL

1.    Location of Buildings and Works

2.    Massing and Conceptual Design

3.    Relationship of Buildings to streets, other buildings, publicly accessible exterior areas

4.    Interior Walkways – stairs, elevators, escalators, to which public has access

5.    Exterior Design (where supported by Official Plan) – character, scale, appearance, design features, and sustainable design

6.    Sustainable Design Elements on Adjoining Highway (where supported by OP) – trees, shrubs, hedges, plantings, ground cover, permeable paving, street furniture, curb ramps, waste and recycling containers on the adjacent highway

 

TOPICS for PERMITTED CONDITIONS OF APPROVAL

1.    Road widening’s – as required by the Official Plan of Town/Region

2.    Access to/from Roads – curbs, access ramps, traffic direction signs

3.    Loading and Parking Facilities – covered or uncovered, driveways, surfaces

4.    Walkways / Pedestrian Access

5.    Accessibility for People with Disabilities

6.    Lighting

7.    On-site Landscaping – including walls, fences, hedges, trees, shrubs or other groundcover, for the landscaping of the lands or the protection of adjoining lands

8.    Garbage/Waste – vaults, central storage, collection areas, enclosures

9.    Municipal Easements – related to watercourses, ditches, land drainage works, sanitary sewage facilities and other public utilities of the municipality or local board

10.  Grading and Drainage – includes disposal of storm, surface, and waste water
